Job Responsibilities:
Reporting to the Manager, Environmental Site Management and Compliance, the position will be responsible for developing, planning, coordinating and carrying out the Storm Sewer Discharge Compliance Program, focussed on sewer discharges from industrial, commercial, institutional and residential properties. The successful candidate will also respond to, and investigate, reported spill releases into the City’s storm sewer system and will lead the enforcement of the Storm Sewer By-law. The successful candidate will also review and provide their scientific and technical expertise on storm drainage related studies, capital projects and development applications related to discharge into the storm sewer systems.

Specifically, the position will be required to:

  • Develop, implement, lead and annually review and report on the effectiveness of the Storm Sewer discharge compliance program, policies, best practices and protocols to regulate discharges to the municipal storm sewer system and receiving waterbodies in compliance with the City’s Storm Sewer By-law,
  • Lead the implementation of program objectives, set annual targets, measure program performance, and conduct year-end evaluation and reporting on program effectiveness with recommendations for improvements, including preparation of amendments to the storm sewer by-law and applicable policies and protocols, as needed;
  • Managing vendors and contract budgets, tracking annual expenditures of internal operational budgets and identifying additional requirements;
  • Prepare business cases and budget requests as needed in support of program growth;
  • Coordinate and lead meetings with external and internal stakeholders to identify new and emerging trends and issues related to storm sewer by-law compliance and to continually improve the program;
  • Conduct, track, coordinate and prepare reports on all discharge inspection and monitoring activities of the municipal storm sewer system, including oil and grit separators and other private drainage and stormwater quality management systems connected to the municipal stormwater system;
  • Report and track identified impaired water quality incidents to prioritize for further investigation;
  • Investigate and report on complaints related to environmental spills, including liaising with internal staff and management, Ward Councillors, the Region of Peel, the Ministry of the Environment and Climate Change, and the public;
  • Coordinate the collection and analysis of water quality samples of suspected impaired water discharging to municipal and private storm sewer systems and at receiving waterbodies to evaluate potential impacts to the natural environment and identify potential source(s);
  • Assess storm sewer by-law contravention cases based on research and analysis to determine appropriate enforcement actions, including voluntary abatement or mandatory compliance orders;
  • Conduct investigations of cross-connections with sanitary sewers, and unauthorized discharges that enter the storm sewer system to determine the source(s) and ensure that any impacts to water quality are appropriately mitigated;
  • Provide technical and functional guidance to the Environmental Technologist on matters related to storm sewer discharge compliance;
  • Provide technical and functional guidance, training and assist with recruitment for the section’s environmental co-op students;
  • Request and review Pollution Prevention Plans related to Storm Sewer By-law requirements and to qualify for the Stormwater Charge Credit Program;
  • Conduct follow-up inspection on businesses after the implementation of Pollution Prevention Plans for compliance;
  • Review and approve applications and supporting information for discharge requests to City storm sewers;
  • Liaise and collaborate with Region of Peel staff to coordinate the development and implementation of joint policies and programs relating to sewer cross-connections, storm water quality management programs, spill responses and other related matters;
  • Provide specialized scientific input as required on matters related to storm drainage and discharge water quality issues;
  • Conduct research on storm sewer water quality management best practices and develop guidelines and policies;
  • Liaise with property owners and managers, business operators and residents regarding By-law compliance and provide recommendations for stormwater public outreach education programs;
  • Collaborate with Enforcement Division staff on by-law contravention issues when warranted, which may include issuing Orders, setting fines (tickets) and laying charges as required to achieve compliance with the Storm Sewer By-law;;
  • Prepare written correspondence, reports and presentations to internal and external clients, including residents, business owners, property managers/developers, consultants, regulatory agencies, senior staff and Council, as required;
  • Keep current on new technologies, legislation, policies and best practices related to storm sewer water quality monitoring/investigations, pollution prevention techniques, regulatory enforcement; and,
  • Perform other duties as assigned.

Job Specifications:
  • Post-secondary graduate from a recognized university with a degree in environmental, water resources or chemical engineering, environmental science, environmental chemistry or a related discipline and a minimum of 5 years of relevant progressive work experience; or a graduate from a technology program in environmental engineering, environmental science or a related applied science technology program plus 8 years of relevant progressive work experience
  • Experience with designing, implementing and leading programs, including developing and managing budgets and program performance evaluation and reporting
  • Demonstrated experience in the investigation, tracking and reporting of spill incidents
  • Knowledge of surface water and sewer sampling techniques, including chain of custody procedures and quality assurance/quality control protocols
  • Fluent in English written and verbal communication skills
  • Must have excellent written and verbal communication skills, including the ability to prepare visual and oral presentations
  • Must have good working knowledge of standard computer applications (e.g. Microsoft Office)
  • Must have a valid Class “G” Driver’s License
  • A professional engineering designation or a C.E.T. designation would be an asset
  • and sanitary sewer cross-connections into storm sewers
  • Experience in industrial waste control and industrial processes would be an asset
  • Experience in conducting inspection and monitoring of wastewater discharges and the development and review of pollution prevention plans would be an asset
  • Working knowledge of environmental and other related legislation including the Environmental Protection Act, Ontario Water Resources Act, Occupational Health and Safety Act, and applicable regulations
  • Training and experience in municipal by-laws investigation and enforcement procedures and regulatory compliance programs would be an asset
  • Working knowledge of the City of Mississauga’s Storm Sewer By-law would be an asset
  • Working knowledge of municipal storm and sanitary systems and typical service connection configurations would be an asset
  • Experience in the investigation, tracking and reporting of sanitary sewer and storm sewer cross-connections would be an asset
  • Demonstrated experience leading and managing projects would be an asset
  • Experience with data management software/systems would be an asset
  • Demonstrated ability to work effectively both independently and as a member of a team, and strong analytical, organizational and problem solving skills would be strongly preferred

Hours of Work: 35 hour per week
Salary: $77,888 - $103,852
