The Technology and Business Transformation Branch (“TBTB”) supports the Information Management and Information Technology requirements of the Ministry of Advanced Education. The TBTB provides direction, leadership, support and expertise to ensure that all mandated key strategic information management and information technology projects, critical business and other initiatives are delivered in scope, on time, on budget and with the agreed upon functionality and business results. The TBTB responsibilities include defining and managing the application development architecture, developing and promoting information technology standards, servicing client line of business information systems, and managing system development projects.

In your role as Senior Business Analyst, you are responsible for providing business analysis, project management, client relationship and consulting services, as well as planning and prioritizing ongoing business and technology needs consistent with government and ministry strategic plans, system standards and interfacing requirements. You provide expert advice to senior staff and work with multiple project teams. You will manage a diverse client group with differing needs and business lines, including front line service delivery applications. Using your business analytical experience, you work and advocate with program managers to identify how technology can be used more effectively to resolve business and/or organizational issues and collaboratively establish strategic plans and budgets that will drive substantive change to existing systems and business processes.

The Senior Business Analyst provides business analysis/consulting services and plans ongoing business and technology needs consistent with government and ministry strategic plans, system standards and interfacing requirements. This position provides support for multiple projects and provides expert advice to senior staff and leads multiple project teams.

The successful candidate would have strong business acumen and organization skills as well as being a team player who is willing and able to be adaptable and flexible. In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Degree, diploma, certification or equivalent in computer science or related field or equivalent training and experience.
  • Preference may be given to applicants with a Business Analyst Certificate.
  • Preference may be given to applicants with an IT Project Management Certificate.
  • Minimum three (3) years, preferred five (5) or more years, of experience providing business analysis on complex corporate projects.
  • Experience in Project Management.
  • Experience with business analysis methodologies, modelling techniques and the application and development life cycle.
  • Experience with MS Word, Excel, PowerPoint, SharePoint, Project and Visio.
  • Preference may be given to those that have experience with:
    • LEAN Methodology
    • Agile Management Methodology
    • Change management communications
